Minutes of the Ordinary Parish Council Meeting held at 7.30pm on Tuesday 18 February 2020 at the Moorland Hall

Present: Councillors John Anson (Chairman), Eric Clarbull, John Davis, Roger Foxwell, Eric Norman, Roger Webber, Vivian White, Parish Clerk Nic Kemp, and two members of the public

Cllr Anson opened the meeting at 7.30pm

275.1 Public Question Time: None

275.2 Apologies for Absence: SWaT Cllr Steven Pugsley. Clerk noted that Co Cllr Frances Nicholson had indicated she would attend later.

275.3 Declarations of Interest:

275.4 Minutes of the Previous Meeting: The minutes of the ordinary meeting held on 10 December 2019, and the minutes of the extraordinary meeting held on 8 January 2020 were approved and signed by Cllr Anson as a true record. Clerk reported on action from item 271.6.1 – and has not written to ENPA at Cllr Nicholson’s request.

275.9 Update on Moorland Hall Roof: Taken out of order to allow members of the public to report. Work to replace roof due to commence in June 2020. Moorland Hall grateful for support of Parish Council – Cutcombe Parish Council have offered a grant of £3,000 and are prepared to underwrite a sum of up to £5,000 if required, for a period to be negotiated, in circumstances where any payments need to be made before other secured grant funding is made available. Moorland Hall are progressing with other fund-raising activities and have made multiple grant applications.

Cllr Anson thanked the members of the public, who left the meeting at 8pm

275.7 Planning Applications: Taken out of order as Cllr Nicholson not present for items 5 and 6
275.7.1 – 6/8/20/101 – Blagdon View, Wheddon Cross: Proposed agricultural storage building – Cllr Foxwell noted a personal interest as neighbour and took no part in the vote. Cllr Webber proposed (Cllr Davis sec) support for the drawings and details as submitted. Agreed unanimously with 6 votes.

Cllr Nicholson joined the meeting at 8.15pm

275.7.2 – 6/8/20/102 – Watercombe Farm, Wheddon Cross: Lawful development certificate for the proposed continuation of conversion of barn and stables into two dwellings previously approved under application ref. 6/8/86/114 – Cllr Webber prop (Cllr Norman sec) support of the CLOPUD and noted that the Council were not aware of any amendment to the original development and would expect any variation to be subject to further consultation. Agreed unanimously with 6 votes (Cllr White took no part in the vote).
275.7.3 – Other Planning Matters – Clerk noted application 6/8/19/106 had been approved. Cllr White reported the Rural Workers policy would be approved by ENPA. Cllr White reported that the Affordable Housing Working Group had resumed its work.

275.5 Reports from District and County Councillors: Cllr Nicholson reported the County Council would be confirming the budget with 1.99% increase and 2% increase for adult social care. Highways have taken on additional staff in Taunton, and functionality of the website reporting tool is improving. No response on SIDS yet. Cllr Foxwell to provide photos of works completed in Long Lane to Cllr Nicholson. Cllr Nicholson requested letter to ENPA not be sent (outstanding action 271.6.1 above) as did not feel it would help – Councillors are already applying as much pressure to Highways as possible.
Cllr Anson read email from Cllr Pugsley re next Panel meeting agenda covering future of local government.

275.6 To consider Highways and Transport Matters including:
275.6.1 – Update from meeting with Leader of County Council – Covered under item 5.
275.6.2 – Other Highway and transport matters – Covered under item 5.

275.8 Update on Millenium Tree for Playing Fields: Cllr Anson reported concerns over suitability of tree and advice on alternatives. Cllr Norman prop selling the reserved tree and viewing other options. Unanimously agreed. Cllr Foxwell confirmed the Moorland Hall are kept informed of progress.

275.10 Finance:
275.10.1 – to receive update on toilets and letting of business unit – Cllr Anson reported party no longer interested in letting unit, but another enquiry had been made. Cllr Foxwell to ask agent to advertise in Porlock office and on social media.
275.10.2 – It was agreed to pay:
275.10.2.1 Moorland Hall and Recreation Ground £11.25 for room hire for December 2019 and £24 for room hire for January 2020 – total £35.25
275.10.2.2 Hi-Tec Drains £120 for attend and unblock drain at Wheddon Cross toilets. It was also agreed to amend the contract to authorise the contractor to arrange and carry out emergency repairs. Cllr Norman declared an interest as the contractor and took no part in the vote.
275.10.2.3 Somerset Association of Local Councils £60 for Clerk’s VAT Course. Clerk noted that Exford and Winsford Parish Council’s had each already contributed £20 to Cutcombe towards the course.
275.10.2.4 Cllr Webber declared a personal interest. The PCC of Cutcombe £200 for 2020 contribution for Burial Ground, and to leave as given amount in budget for review annually.
275.10.2.5 Harry Broadley and Sons £21.60 for artwork for Snowdrop Valley flags, and £220.60 for leaflet printing – total £242.20 from Snowdrop Valley account
275.10.2.6 Miss A Hamley £529.57 in reimbursement of purchases for Snowdrop Valley – feather flags and road signs – from Snowdrop Valley account

275.11 Correspondence and meetings:
275.11.1 – Clerk’s report on correspondence received and meetings attended – all distributed by email. Clerk reported a thank you have been received from a resident following the acceptance by Highways of Popery Lane as a “link section”. Clerk also noted request for support from CLOWNS and Exmoor Medical Centre. Cllrs suggested a £50 donation to Exmoor Medical Centre – to be ratified at March meeting.
275.11.2 – Councillors’ reports on correspondence received and meetings attended – Cllr Webber reported on Forum meeting from December.

275.12 Items for Next Agenda: CLOWNS request for support, Parish Meeting, Report from ENPA meeting

There being no other business the meeting closed at 10.15pm.
The next Ordinary Meeting of Cutcombe Parish Council will be held on Tuesday 17 March 2020 at 7.30pm in the Moorland Hall.
