DRAFT Minutes of the Ordinary Parish Council Meeting held at 7.30pm on Tuesday 10 December 2019 at the Moorland Hall

Present: Councillors John Anson (Chairman), Eric Clarbull, John Davis, Roger Foxwell, Eric Norman, Roger Webber, Vivian White, and Parish Clerk Nic Kemp

Cllr Anson opened the meeting at 7.30pm

273.1 Public Question Time: None

273.2 Apologies for Absence: Co Cllr Frances Nicholson and SWaT Cllr Steve Pugsley.

273.3 Declarations of Interest:
Cllr Webber - item 9.5 – Personal

273.4 Minutes of the Previous Meeting: The minutes of the ordinary meeting held on 19 November 2019 were approved and signed by Cllr Anson as a true record.

273.5 Reports from District and County Councillors: Clerk reported that Cllr Nicholson was arranging a meeting in January with the leader of the County Council and a representative from each parish to discuss Highways matters. Councillors to nominate attendee later in meeting.

273.6 To consider Highways and Transport Matters including:
273.6.1 – Long Lane – Cllr Foxwell reported works planned for Long Lane are ditching not gully clearance.
273.6.2 – Road Closure – Exford to Simonsbath – Councillors are frustrated over the duration of closure, length of diversion and layout of signage.
273.6.3– Accident at Roundwater – Cllr Foxwell reported that Exford Parish Council were writing to the landowner re overhanging trees at the location.
273.6.4 – Other Highway and transport matters – Cllr Foxwell read an email regarding pedestrian access through the crossroads. Clerk to refer to Highways for their assessment, and to respond to parishioner advising of the recognised route through the car park, but also noting the referral. Cllr Foxwell reported on accident at Luckwell Bridge where blocked drain froze and 2 separate vehicles collided with a house. Cllr Webber raised issue of slow response to snow. All issues to be raised at meeting with Council Leader.

273.7 Planning Applications: None received prior to meeting
273.7.1 – Other Planning Matters – Clerk has received notification of planning application, and will request extension to January to allow comment.

273.8 Update from Snowdrop Valley Committee: Cllr Norman reported progress – everything on track, 6 sponsors secured, local journalist is promoting.

273.9 Finance:
273.9.1 – to approve proposed budget – Cllr Norman prop (Cllr Davis sec) leaving the precept unchanged and approving the proposed budget. Unanimously agreed.
273.9.2 – to receive update on toilets and letting of business unit – Cllr Anson reported agent has confirmed interest from tenant, and has carried out credit search, but no history as new business. Agent has agreement from tenant on annual rental plus utilities and is negotiating three year term. Cllr Norman prop (Cllr Davis sec) approving the annual rental amount offered. Unanimously agreed. Cllr Anson to confirm to agent to proceed and solicitor to draw up lease to be presented to Council for approval. Cllr Foxwell and Cllr Anson to obtain quotes for composite doors for unit.
273.9.3 – It was agreed to pay Mrs N Kemp Clerk’s additional hours/holiday hours to 31 March 2019 - £113.57.
273.9.4 – It was agreed to pay Mrs N Kemp Clerk’s quarterly salary £938.49 and expenses £94.66
273.9.5 – to consider request for support from Cutcombe Church – Cllr Clarbull prop (Cllr Norman sec) an annual grant of £200 towards the Burial ground maintenance. Unanimously agreed

273.10 To consider works required to bench by War Memorial: Cllrs Webber and Foxwell to investigate ownership of the bench with the Church and repair if possible.

273.11 To consider VE Day 2020 arrangements: Clerk to include article in Across Exmoor offering the Council’s financial support to any events organised to commemorate VE Day 2020.

273.12 Correspondence and meetings:
273.12.1 – Clerk’s report on correspondence received and meetings attended – all distributed by email. Clerk reported on Community meal to be organised by Moorland Hall.
273.12.2 – Councillors’ reports on correspondence received and meetings attended – Cllr White confirmed there is to be slight change to Forum format with 4 scheduled meeting and 1 on subject of interest pa. Cllr Foxwell attended a Park Authority meeting as a member of the public and raised points on Glover Report. Cllr Davis queried if any communication from Standards Committee – Clerk to inquire.

273.13 Items for Next Agenda: None

Cllr Foxwell to attend meeting with Leader of County Council when organised by Cllr Nicholson. All Councillors to send points to be raised to Clerk to collate.

The Date of the Next Meeting was confirmed as Tuesday 18 February 2020 at 7.30pm, with a planning meeting possibly required in January.

There being no other business the meeting closed at 9.35pm.
The next Ordinary Meeting of Cutcombe Parish Council will be held on Tuesday 18 February 2020 at 7.30pm in the Moorland Hall.
