Minutes of the Extraordinary Parish Council Meeting held at 5.30pm on Tuesday 8th January 2019 at the Moorland Hall

Present: Councillors John Anson (Chairman), Eric Clarbull, John Davis, Eric Norman, Roger Webber, Vivian White and Parish Clerk Nic Kemp.

259.1   Public Question Time: None

259.2   Apologies for Absence: Councillor Linda Atkins

259.3   Declarations of Interest:
            Cllr Webber     – Item 4.1 – Personal

259.4   Planning Matters:
259.4.1 6/8/18/110: Langham Farm, Wheddon Cross – Proposed Change of Use and conversion of an agricultural building and land to holiday-let accommodation and associated external alterations. (as per amended plan).  It was unanimously agreed that the Clerk would submit a response of No Objection, but making the following observations:
The query over the cooking facilities has been clarified, however there is a concern over increased environmental impact due to the lack of natural light entering the ground floor, and heating requirements due to potential damp with much of the ground floor being built into the bank.  With this in mind, there is no indication of how the property will be heated.
Also, while the drawings have been amended to reflect the living arrangements, the planning statement is now at variance with the drawings.

259.4.2 6/8/18/111 Pottery Studio, Old Stowey Farm, Wheddon Cross – Proposed change of use from Pottery Studio to dwelling.  Fully supported.

259.5   Finance: It was agreed to pay:
259.5.1 The Royal British Legion Poppy Appeal £20 for the wreath laid at the War Memorial on 9 November 2018
259.5.2 Harry Broadley and Sons £201.60 for the printing of the Snowdrop Valley leaflet (from the Snowdrop Valley account)

There being no other business the meeting closed at 6.30 pm.  The next Ordinary Meeting of Cutcombe Parish Council will be held on Tuesday 19th February 2019 at 7.30pm in the Moorland Hall.
